About Carole Stoebe

Carole Stoebe is the Founder and Executive Chair of Red Team Consulting, a company she launched in 2004 with the mission of elevating the standards of capture and proposal consulting in the federal contracting industry. With more than two decades of leadership experience, Carole grew Red Team into a nationally respected firm supporting government contractors of all sizes.

In her role as President, Carole led the company from a small startup to a strategic partner across the GovCon landscape – guiding clients through complex capture strategies and high-stakes proposals. In 2019, she transitioned into the role of Executive Chair, where she continues to shape the company’s strategic direction and oversee financial operations.

Prior to founding Red Team, Carole held senior program and capture management roles at GTSI Corp and BTG. Her early success managing large-scale federal contracts gave her a deep understanding of both business development and program delivery, allowing her to bring a holistic perspective to client engagements and internal leadership.

Outside Red Team, Carole is passionate about causes that support children, education, and address issues such as food insecurity. She is a longtime supporter of organizations such as Homestretch, the Dulles South Food Pantry, Loudoun Abused Women’s Shelter, and NGUVU Community Focus in Uganda.

Carole earned her B.A. in Political Science from James Madison University. In her free time, she enjoys singing and volunteering at her church, spending time with her family, and exploring new places through travel.
