Summary of Requirements: The Department of Commerce, U.S. Patent and Trademark Office (USPTO), Office of the Chief Information Officer (OCIO) has a recurring requirement for Infrastructure, Design, Engineering, Architecture, and Integration (IDEAI) services for independent, objective, and expert technical advice and assistance for ongoing and future information technology initiatives.

  • Capabilities providing automated support of administrative and management functions
  • Automation of patent application receipt, assignment, and tracking functions, including the electronic receipt of all patent applications
  • Optical character recognition capabilities

Government Contract #2: Information Technology Software Testing Services

Summary of Requirements: The US Department of Commerce, Patent and Trademark Office (USPTO) has a requirement to provide Information Technology (IT) testing support services.

Background
The USPTO has a requirement to test software developed for and used by USPTO. The OCIO intends to reorganize testing into a single division that will conduct database testing, functional testing, interface testing, software compatibility testing, user acceptance testing, regression testing, end-to-end testing, testing in the cloud, performance testing, load testing, Section 508 testing, and disaster recovery testing. This one testing division will support all aspects of software testing throughout the SDLC. Both automated and manual test methods are used at USPTO to provide testing services.

Requirements
The Contractor shall provide the following testing support services of software developed for and used by USPTO in accordance with direction from the USPTO Task Order Manager (TOM) and USPTO Test Managers. These testing support services shall be provided for IT projects that are utilizing either: traditional Waterfall, Agile, or a DevOps methodology for software development. Currently, the projects tested are 50% Agile and 50% Waterfall. The USPTO is moving towards DevOps software implementation.

According to the RFI released on March 21, 2018, the contractor shall perform the following Core Management Components:

  • Customer Support Services
  • Mission and Business Applications, Tools, Portals, and Web Services
  • Enterprise Computing, Cloud, Storage, Shared and Field Services
  • Data and Voice Network Services
  • Cybersecurity and Information Assurance Services
