Latest Updates on DHS PACTS III, OASIS+, SEWP VI, and more

Here’s a roundup of some of the hot opportunities that we are tracking here at Red Team. As summer continues, the pace keeps increasing and we don’t see it slowing down any time soon! This month we are highlighting some additional, multi-award IDIQ opportunities that might not have hit your radar yet.

Veterans Affairs Performance Reliable and User Centered Experiences IDIQ (SPRUCE)

This follow-up to VA’s CEDAR IDIQ, which was awarded in June of 2020 to 4 SDVOSB contractors, is expected to be competed this summer or early fall. SPRUCE will connect VA employees with industry partners to deliver high-quality digital products in accordance with OIT Working Principles. 5 to 10 awards are expected, with the competition open to SDVOSBs that meet SB size standards under NAICS 541519 ($34M in annual receipts except 150 employees for IT VARs).

Nuclear Regulatory Commission (NRC) Global Infrastructure and Development Acquisition II (GLINDA II)

GLINDA II is a mixed Unrestricted/Small Business Set-Aside GSA Blanket Purchase Agreement that will be competed in the near future. The current contract has 6 awardees, and we anticipate the re-compete to have a similar award profile. If NRC is on your list of targeted agencies or if you provide similar work to agencies such as the Department of Energy or EPA, you might be interested in this contract slated to be released in FY 24.

DOD Chief Information Officer Mission Support Services II

This one is for the big boys! DOD CIO is an Unrestricted Professional Services IDIQ with 5 incumbents including companies such as Booz Allen, CACI, and Leidos. A Sources Sought Notice was released in August of 2022 but there has been no further communication since that release.

IRS Enterprise Case Management (ECM) Development Services

IRS has a requirement for the installation of an enterprise case management development platform to implement the ECM Program Portfolio’s set of solutions and products. The contracting office released a draft RFQ via GSA’s MAS on June 8, 2023. IRS intends to release the solicitation via GSA eBuy in August 2023.

Air Force Strategic Transformation Services

The Air Force is soliciting a follow-on to the successful AFSTS program. A special notice was released in late June 2023 announcing Air Force’s acquisition strategy. The contract will be awarded through full and open competition resulting in a $3-5B Multiple Award IDIQ. The incumbent contract has 8 contractors with Deloitte and KPMG being awarded a majority of the current work.

And now on to the big programs that we have been following all year…

GSA OASIS Plus

GSA released the final RFP in June with the addition of a pricing section and new rules for unrestricted teaming. Since OASIS+ is a Professional Services contract, this will not be an easy contract for IT Services companies to win outright due to very stringent requirements revolving around auto-relevance for qualifying projects. GSA has given bidders 3 months for submission and has extended time for Q/A until July 14th.

DHS PACTS III

DHS has released the second draft RFP for the follow-on to the successful PACTS II contract for administrative services. The previous contract had two Functional Categories (FC) and 39 awardees. This iteration has 3 FCs, four socioeconomic categories, and DHS expects 5 awards for each socioeconomic category per FC, or 60 total awards. An industry day is scheduled for late July 2023.

NASA SEWP VI

The latest timeline is that a draft RFP will be released later this summer followed by an industry day in the fall. With the sustained protest for CIO-SP4 and anticipated extension to CIO-SP3 and the sustained protest to GSA Polaris, NASA SEWP is an even more important IT service and product contract.

GSA Alliant

GSA has put a pause on this procurement until late this year or early in 2024. A draft RFP was released and is available to review. GSA is currently holding listening sessions with industry for feedback on this draft. Since this is a scorecard competition, Red Team does not yet know how the GSA Polaris protest decision will affect this procurement in the future.

FBI ITSSS-2

FBI released the final RFP for this contract on June 30th. This procurement is for GSA MAS schedule holders only and the RFP will only be available to schedule holders. This is the replacement for the previously cancelled FBI ITECS which was renamed FBI IT-SSS or “Triple S”.

Department of the Army ITES-4S

In May of 2023, PEO EIS forecasted that the 4th iteration of the popular ITES Service vehicle will be competed in December of this year (2023). Awards are anticipated in late 2027. There are currently 135 contracts on ITES 3S, which was a 5 year + 4 1-Year Option contract with a $12B ceiling.

VA Human Systems Services IDIQ

Veterans Affairs has released an RFI for Human Factors Engineering Support Services, Technical Engineering Support, Clinical Expertise and Program Support for their Human Factor Engineering Office. The RFP is expected in 2023 and no duration nor amount has been provided to date. RFI responses were due on April 3rd. This looks like a heavy teaming opportunity for integrators to provide these vital services.
