Program Summary:
The Department of Health and Human Services’ National Institute of Health (NIH) has a continuing requirement for information technology (IT) integration and outsourcing support services through a combination of the Chief Information Officer Solutions and Partners (CIOSP) program.

Government Contract #2: EMERALD

Program Summary:
The Department of Defense (DoD), National Geospatial-Intelligence Agency (NGA), has a requirement to provide support for the EMERALD Follow-On.

Requirements:
Current EMERALD Work Service Categories:

  • Lifecycle Acquisition Management Support Services – This WSC includes but is not limited to: tasks associated with contracting activities, program office management, and all activities associated with planning and managing source selections; providing advice on the management, operations, and implementation of existing programs and contracts, and advisory support of new requirements.
  • Financial Management Support Services – This WSC includes but is not limited to: all activities associated with the Planning, Programming, Budgeting, and Execution (PPB&E) cycle as well as guidance of the financial activities for the agency.
  • Strategic Business Management Support Services – This WSC includes but is not limited to activities associated with the strategic business operations for the agency.

The prime contractor must be capable of managing, directing and controlling the contractor team. The prime will be responsible for the planning, organization, and control of resources to successfully deliver all requested services, complete all tasks, and meet all the objectives of the Ordering document (i.e. Statement of Work (SOW), Statement of Objective (SOO), and Performance Work Statement (PWS)). This includes risk management and mitigation; cost control management and reporting; contractor resource scheduling; close coordination with the Contracting Officer Representative (COR); and performance of subcontractors or consultant personnel.

Government Contract #3: Information Management Communications Services IV (IMCS IV)

Program Summary:
The Department of the Army, Chief Information Officer/G-6, Network Enterprise Technology Command, Directorate of Information Management (DOIM), Fort Detrick has a continuing requirement for technical and communications administration, operation, and maintenance in support of the Network Enterprise Center’s (NEC) Information Management Communications Services IV (IMCS IV). 

Requirements:
Non-personal Operations and Maintenance (O&M) for baseline and mission funded requirements as identified in installation task orders and could include the following:

  • Telecommunications Support for C4IM (Command, Control, Communications, Computers, and Information management) Unified Capabilities
  • Inside Plant (to include Tier I and II support); Customer Services
  • Outside Plant (Cable), Cable Audits
  • Information Technology Services (ITS) such as:
    • Network Administration
    • Installation and engineering
    • System Maintenance (classified and unclassified)
  • Help Desk Assistance
  • Hardware and software installation
  • Hardware and software troubleshooting
  • Web master support
  • Video Teleconferencing ((VTC) support to include establishing and scheduling of VTCs (classified and unclassified))
  • Technical Control Facility (TCF) operations and maintenance ((O&M) to include the TCF matrix switch)
  • Voice Over Internet Protocol (VoIP)
  • Voice over Secure IP(/VoSIP)(classified and unclassified)
  • Configuration Management of the installation infrastructure to include creating and updating drawings using Computer-Aided Drawing (CAD) engineering support
  • Radio Systems which includes:
    • Land Mobile Radio (LMR) Network Management
    • Towers
    • Control System (Master Controller) Management
