Program Summary
The General Services Administration, Federal Acquisition Services (FAS) and GSA Office of the Chief Information Officer (CIO) have a requirement for the CIO Modernization and Enterprise Transformation Project, which is a recompete of the Application Maintenance, Enhancements, and Operations (CAMEO) requirement.

Requirements
GSA’s desired outcomes for this procurement include the following.

Transformation:

  • Provide a focus on a unified transformation vision and approach aligned with a defined solutions architecture governed and with the FAS Business Architecture and GSA Enterprise Architecture
  • Implement true digital transformation utilizing cloud-native, open source, and emerging technologies that enable business capabilities which deliver the FAS mission vs. re-platforming of siloed applications and systems
  • Balance speed of transformation with lowest program risk
  • Empower GSA FAS to be more competitive leveraging an innovative, efficient digital acquisition platform

Efficiencies:

  • Drive increased velocity of transformation leveraging innovative and emerging tools, techniques, and technologies accelerating O&M and Infrastructure savings
  • Deliver a flexible, resilient, loosely coupled architecture, built on common services that reduce redundancies and risk in development and O&M, driving down costs
  • Measure and reward innovation, efficiencies, and velocity through quantitative SLAs

Program Summary
The US Agency for International Development, Bureau for Policy, Planning, and Learning, Office of Learning, Evaluation, and Research (PPL/LER) has a continuing requirement for Monitoring and Evaluation Services.

Previous Requirements

  • The contractor shall provide evaluation of programs and projects for PPL operating units.
  • The purpose of this IDIQ is to provide USAID with technical and advisory services for evaluation, evaluation capacity building, and performance monitoring activities worldwide, at the Mission (operating unit), bureau, and Agency-wide levels. This includes:
    • Designing and implementing both performance and impact evaluations, using quantitative and qualitative methods.
    • Developing evaluation training and guidance and providing performance monitoring technical assistance for USAID development programs.
  • Specifically, services to be provided through this contract will include:
    • Evaluation and analysis of issues related to the effectiveness and contribution of program and policy strategies to Agency goals and objectives.
    • Evaluation and analysis of unexpected positive or negative consequences or impacts from various programs or activities, as the basis for mid-course corrections.
    • Evaluation and analysis of high-priority strategic, and/or “state of the art” issues and lessons-learned which may be of concern to the Administrator, Agency managers or key Agency customers.
    • Provide evaluation technical assistance to Missions and operating units.
