GovCon Outlook: Major Opportunities Shaping 2025 and Beyond
As we close out 2024, Red Team is tracking active opportunities and those anticipated for release in 2025. Among these opportunities are several large, multiple award contracts with periods of performance between five and ten years. The contracts serve the entire federal government or are essential agency-specific IDIQs.
1. NASA SEWP VI
NASA SEWP VI is the follow-on to the successful SEWP V contract which is predicted to generate more than $80B in IT product and product-related services to all agencies in the Federal Government by the time that the contract ends in 2025. SEWP VI expands the contract’s scope to include Enterprise and Department IT Services and IT Service contract types. NASA paused the competition in late July, at a time when proposals were due at the end of August. NASA reactivated the competition and intends to release answers to all questions (more than 5,000) and released an amended RFP with a current due date of January 30, 2024. This pause allowed new competitors to get in on the competition.

2. NIH NITAAC CIO-CS “The Store”
NITAAC will be competing their IT product and related services companion contract to CIO-SP4 this fiscal year. The previous contract had more than 60 awardees and has generated $4.5 billion in world-wide revenue during the past eight years. Red Team anticipates that this will look like the previous solicitation. For, Value Added Resellers, this is a good companion or alternative to NASA SEWP and GSA schedule contracts if you are looking to enter the federal marketplace.

3. Army MAPS
The Army has combined the requirements of two popular agency-specific global IDIQ contracts: RS3 and ITES-3S, to create this vehicle which will be competed within the next six months. The Army will compete the contract under five different domains with a limited number of awardees in each domain. A draft RFP was released in November 2024 and the Army stated that there will be an additional Draft RFP to be released in December. There are strict requirements to bid this contract. An example of this is that a minimum of CMMC Level 1 rating is required for all bidders.

4. Army New Modern Software Development (MSD) Multiple Award IDIQ
This is another new requirement from the Army. This contract will be competed from the Aberdeen contracting office and run by Army Computer Hardware Enterprise Software and Solutions (CHESS). It appears to be a spinoff of some of the requirements formerly found in Army ITES-3S. A draft RFP was released showing multiple technical challenges along with a detailed written technical submission.

5. GSA ASCEND (Pools 1-3)
GSA’s Cloud Infrastructure BPAs are scheduled to begin release in Q2 of GFY 25. At an Industry Day held on Pool 1 in the first week of October, GSA stated that each BPA will have 10 awardees. Bidders need to hold the GSA Cloud Special Item Number (SIN) to be eligible to bid. The RFP will be announced on SAM.gov and will be available only to those bidders who hold the GSA Cloud SIN. If you are interested in any of these pools, be sure that you accomplish this prerequisite first.

6. GSA CIO Modernization and Enterprise Transformation II (COMET II)
This is a near-term opportunity to be competed in the first quarter of 2025. A Sources Sought Notice was released via eBuy in September 2024, with two task orders to be awarded to successful bidders at the same time as the overall contract.

7. GSA 2nd Generation Information Technology BPA (2GIT)
This contract is the follow-on to a BPA that was used for IT hardware, software, and ancillary supplies and services. GSA confirmed that a follow-on acquisition for 2GIT is under consideration; however, the agency is unable to share any additional information. Previously, the contracting office stated that it is gathering feedback from customers and stakeholders on the experience with the incumbent contract.

8. DHS ICE Scalable Ways to Initiate Flexible Tasks (SWIFT 2)
This is a recompete of the popular DHS SWIFT contract. With eight incumbent contracts, the government intends to recompete this opportunity in November 2025. To date, no draft RFP has been released, however, Red Team expects a draft to be released early in 2025. This contract that allows for the procurement of scalable Agile development that is faster than conventional government contracting approaches.

9. Department of Defense (DoD) Advancing Artificial Intelligence Multiple Award Contract (AAMAC)
This DoD 10-year, $15B procurement will be released in mid-2025 and will use a Highest Technically Rated Offeror (HTRO) Self Scoring methodology with two Pools – Unrestricted and Small Business. All Task Orders under $10M will only be competed in the Small Business Pool. The Government will be awarding the top 20% of offerors in the Unrestricted pool and the top 20% in the Small Business pool. An example of the scoring includes twelve qualifying projects that can be submitted to relate to 20 different areas. Additionally, all technical areas have different point values.
