Joe Salgado Sheds Light on NASA SEWP VI Amendment 5

ASHBURN, Va., July 24, 2024 – Joe Salgado, General Manager for IDIQs and GWACs at Red Team Consulting (Red Team), recently participated in an insightful interview with David Blackburn, CEO and Founder of OrangeSlices AI, to discuss the impacts of the recent Amendment 5 to NASA SEWP VI.   1. The Government has stricken the word “commercial” from the subcontracting plan section.
  2. Meaningful Commitment Relationship Letters (MCRL) are no longer required for 1st Tier subcontractors.
  3. For Small Business Subcontractors and Joint Ventures: The Government will consider the capabilities, past performance and experience of each first-tier subcontractor that is part of the team as the capabilities, past performance and experience of the small business prime contractor if the capabilities, past performance and experience of the small business prime does not independently demonstrate capabilities and past performance necessary for award. The Government will consider work done and qualifications held individually by each partner to the joint venture, as well as any work done by the joint venture itself previously.
  4. A new requirement for describing “subcontractor management approach for the utilization of first-tier subcontractors” has been added to the Program Management section of the Mission Suitability volume. This is not highlighted in the amended RFP.

  3. Question Deadline: While the deadline for questions has passed, the RFP states that the Government will review questions up to 72 hours before proposal submission. Further questions should be directed to the contracting officer.
