Neal Levene Joins Red Team Consulting as Senior Consultant
ASHBURN, Va., May 20, 2024 – Red Team Consulting (Red Team) is thrilled to announce the addition of Neal Levene as a Senior Consultant on May 1. Neal brings a wealth of experience and expertise to Red Team, having previously worked with the company in a 1099 capacity, providing clients with exceptional capture and proposal management support.
With over 30 years of experience in the US Federal and DoD contracting space, Mr. Levene offers clients a broad array of capture and proposal management services. His extensive background includes leadership roles as President of three companies and Director of Proposals at four organizations.

Mr. Levene’s career path in proposals began with his first job out of college, where he was asked to assist with resumes for an early GWAC contract, TIPSS-1, for the IRS.
“I loved the experience—working with senior executives, struggling to work out problems in the war room, and even receiving a bonus when we won was exciting. It felt like a golden opportunity right out of school.” said Mr. Levene. “I found myself drawn to proposals, volunteering whenever possible while others shied away. Over the next 30 years, proposals became a constant in my career. I honed my skills, eventually making proposals a key focus of my professional life.”
Mr. Levene’s expertise encompasses the entire business development life cycle, from leading and managing complex proposals to conducting thorough reviews and orchestrating meticulous proposal planning and development for high-stakes, strategic engagements.
In his new role at Red Team, Mr. Levene is eager to tackle the industry’s toughest challenges with clients committed to driving significant growth within their organizations.

In addition to his professional accomplishments, Mr. Levene serves on the Board of Directors at APMP-NCA. In his spare time, Mr. Levene enjoys spending quality time with his wife and two dogs.
