DHS PACTS III: Timeline of Activity and Updates
DHS PACTS III is the follow-up contract to the very successful Programmatics, Administrative, Clerical, and Technical Services (PACTS) II contract at Homeland Security. A draft RFP was released on March 4, 2023 with questions and comments due on March 21. Thirty-nine contractors were awarded PACTS II contracts in 2016. The new contract will be point-based with an UNLIMITED number of scored references allowed.

DHS PACTS III – April 2023 Update
DHS released the Draft RFP for the follow-on to the successful $1.5B PACTS II contract for administrative services. The previous contract had 39 awardees. DHS has created separate competitions for different socio-economic categories this time around.
A Modification was released on April 24, 2023 to notify vendors that a second Draft RFP is going to be released at an unspecified time in the future. DHS is also looking at hosting a matchmaking event in the May/June 2023 timeframe. A virtual Industry Day is also expected to be held in late May/early June 2023.
DHS PACTS III – June 2023 Update
The second DRFP was issued June 22, 2023. Questions and comments, using the Q&A Form, Attachment 17, are due by 5:00 PM ET, July 7, 2023 to PACTSIII@uscis.dhs.gov.
The Industry Day is planned for the end of July 2023. The Acquisition Team is also seeking industry response through a Survey (after they’ve reviewed the DRFP).
DHS PACT III – July 2023 Update
A set of Questions and Answers were issued on July 5, 2023. Per APFS, the government projects a solicitation release on or about August 30, 2023 as a SB set-aside. The second DRFP was issued June 22, 2023. Questions and comments, using the Q&A Form, Attachment 17, are due by 5:00 PM ET, July 7, 2023. The Industry Day is planned for the end of July 2023.
