Program Summary:
The Department of Transportation, Research and Innovative Technology Administration, Volpe National Transportation Systems Center may have a continuing requirement for Information Technology (IT) support and Information Systems Security (ISS) and Privacy support.
Previous Requirements:
The objective of this contract is to provide IT support and Information Systems Security (ISS), and Privacy support to a variety of Volpe Center transportation systems projects that cut across all modes of transportation for the DOT and for non-DOT organizations, including state and local governments. Due to the changing nature of the extensive and diverse portfolio of projects, resources must be easily accessible and flexible in terms of skill sets required. The workforce must be responsive to changing technical requirements and quickly provide IT support and ISS and Privacy support capabilities that will enable the Volpe Center to take advantage of opportunities for new work
To acquire contractor services for Information Technology (IT) support and Information Systems Security (ISS), and Privacy support. These contractor services will provide direct IT support and ISS and Privacy support to research, plan, execute, and enhance projects in such areas as strategic planning; logistics operations and analysis; information security; and information engineering design, development, and deployment in support of the Volpe Center’s requirements
The proposed acquisition focuses on two primary functional areas:
- IT Support: The IT support functional area provides IT expertise services such as system analysis, development, operations and maintenance, deployment, field support, and analytical research analysis; system architecture and framework; facility and operations support; technology assessments and modernization; and other specialized areas
- ISS and Privacy Support: The ISS and Privacy support functional area provides ISS expertise services such as systems security administration and cyber-security assessment and assurance. In addition to the required IT support and ISS and Privacy support functional areas, Contract and Task Order Management and Administration services will be required for the overall management of the work to be performed under the respective contracts and resultant task orders
The Contractor shall provide resources capable of performing the necessary IT support and ISS and Privacy support functions in response to technical project requirements presented by the Volpe Center. The IT support and ISS and Privacy support functional areas support a broad project base, covering every mode of transportation, a wide variety of sponsoring organizations, and a wide range of IT support and ISS and Privacy support sub-areas. Technical project requirements vary widely in scope, cost estimates, and schedules. Volpe Center projects require specialized knowledge of a wide variety of national transportation system modes (i.e., aviation, surface transportation, marine, pipeline, and rail systems), including knowledge and subject matter expertise in connected transportation systems and applications.

Requirements:
- Data Preparation: Pre-process data from one or more sources to clean and transform the data, improving its overall quality prior to its use in analytics. This involves the rationalization and validation of data to make sure data is formatted consistently and that the data will be understood once removed from its source. It can involve changing the formats of dates, for example, or deleting duplicate fields
- Data Analytics: Develop and operate data science use cases for a variety of Air Force organizations. Use cases start by understanding the decision-making needs of the organization and analyzing various organization problem sets or questions. From this algorithms or application must be identified and created to support organizational decision making. Data must be engineered and staged to feed the algorithm. Finally translate, visualize, and automate the algorithm or application to integrate with existing organizational processes and provide lasting value for the organization

The Department of the Air Force, Air Combat Command, 16th Air Force, 55th Wing, 55th Operations Group has a requirement for Enterprise Cyber Capabilities.
Requirements:
The scope of this effort includes supporting and enabling activities such as cyber operations, command and control, cyber planning, cyber security, cyber analysis, full spectrum testing, TTP development, modeling and simulation, cyber mission essential support, threat assessment support, targeting and analysis support, real time operation and integration activities, software and tool development, vulnerability research, intrusion detection and prevention support, cyber qualification training, and strategic management support which enable fulfillment of the Air Force cyber mission.
