We are tracking two major contracts expected to drop in November; the IT Infrastructure Operations Services and Support (ITIOSS) solicitation and the Architecture Development and Platform Technical Services for the Office of Chief Information Officer (ADAPTS) contract. IT Infrastructure Operations Services and Support (ITIOSS)

The Pension Benefit Guaranty Corporation’s (PBGC) has a requirement for IT Infrastructure Operations Support Services (ITIOSS).

Summary of Requirements: Using a government-owned, contractor-operated service delivery model, the Contractor will provide support in the seven (7) Service areas: End-User Services; Data Center Operation; Network Operation; DR & COOP; Modernization and Enhancement; IT Security; Program and Process Management and IT Governance Support; and Cloud Services.

Red Team’s Take: There a multiple current contract holders performing this work, but PBCG is contemplating a single award. Leidos has done by far the bulk of the business (over $37M) followed by CACI (under $6M). If you are thinking of competing on this contract, we highly recommend performing a competitive analysis against Leidos to better inform your bid/no bid decision.

Architecture Development and Platform Technical Services for the Office of Chief Information Officer (ADAPTS)

The Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO), Enterprise Service Delivery Office (ESDO) has a requirement for Architecture, Development, and Platform Technical Services (ADaPTS). These services were originally referred to as the ESDO BPA.

Summary of Requirements: Department of Homeland Security needs to modernize several of its existing business applications to migrate off unsupported platforms and improve the efficiency of OCIO’s application delivery functions. OCIO’s intent is to build these applications based on a suite of reusable services. DHS has identified several requirements for new business applications that will support improved integration and overall efficiency of headquarters business units. The scope of this effort includes the contractor support services necessary to provide a full range of IT and program support services. All services and products that will be provided under this BPA must comply with Government security, Section 508, and architecture requirements. 

Red Team’s Take: This is a re-compete of an existing contract held by both Booz Allen and Blackstone Technology Group. The contract is widely used across DHS, with spending increasing each year from $12.4M in 2013 to over $44M in 2017. While the opportunity is being competed on an unrestricted basis, there is indication that there could be a dedicated small business pool, and we feel it is likely that DHS moves in this direction.
