The Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO), Enterprise Service Delivery Office (ESDO) is releasing a multi-award Technical Support Services BPA aimed to delivery enterprise IT services.

Summary of Requirements: ESDO seeks to ensure innovative business solutions through multiple services and new capabilities. ESDO has identified several requirements that promotes the adoption of standardized solutions and services as well as improved integration and efficiency across DHS. Previous contract requirements included the following:
- Program/Project Management
- Requirements Management
- Application, Service, and Cloud Architecture
- Application and Service Design, Development, and Implementation and Migration
- Testing
- Business Process Reengineering and Change Management
- Release Management
- Training
- Data Standardization and Quality
- Level II & III Support and Disaster Recovery
- Management of Cloud Based Commodity Computing Services, Shared Services, X as a Service
- Creation of User Guides and System Documentation
- Support for New and Evolving Technologies
- Transitioning Out
Red Team’s Take: This contract was awarded to Blackstone Technology, Inc and Booz Allen Hamilton in 2013 and is due to expire Q1 2018. We expect the recompete to cover largely the same contract requirements. While the previous contract was awarded to just two companies, we anticipate 2-5 awards for this recompete.

Software Development and Integration Next Generation 2 (SDI-NG2)
The Department of Commerce, United States Patent and Trademark Office anticipates an ongoing requirement for software development and integration next generation, professional Information Technology (IT) services as part of its Software Development and Integration – Next Generation 2 (SDI-NG2) contract.

- Architecture and Design
- Coding
- Unit, Integration, and Regression Test
- Configuration and Release Management
- Bug Triage
- Production Support
- User Experience Design
Red Team’s Take: With options for both Full and Open and Small Business competition, this contract is worth considering if you provide these IT services using DevOps, Agile, User-Centered Design, Scrum, Kanban, or Scrumban methodologies. The draft RFP is expected out this summer so keep your eye open!
