Navy Cyber Mission Engineering Services (CME)
The Department of the Navy, Space and Naval Warfare Systems Command, Atlantic has a requirement for Cyber Mission Engineering Services. Below are details on the contract and why we think it should be on your radar:

Red Team’s Take: This is one of three new cyber IDIQs out of Navy SPAWAR that are expected in FY 2017. Navy released a Draft RFP and are expected to provide updates to the evaluation criteria during the Industry Day scheduled for May 15th. With that level of detail, it is expected that the Final RFP will not have significant changes, so if you are interested, begin working against the Draft RFP. Note that a Top Secret Facility Clearance is required. And be prepared to staff! The contract expects approximately 200 TS/SCI cleared personnel.

Applications Development Engineering and Sustainment
The Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA) has a continuing requirement for Applications Development, Engineering, and Sustainment (formerly known as EADIS).

Summary of Requirements: For the period 2015 through 2019, FEMA priorities are primarily to strengthen IT governance and cybersecurity, to modernize infrastructure and systems, to eliminate redundancies, and to enhance support for data-driven analytics. See below for the solicitation requirements.

The task orders issued under the IDIQ will be designed to acquire Applications Engineering services and will be written against five functional areas:[custom_list style=”list-2″]

Red Team’s Take: This contract will be issued as part of FEMA’s desire to transform the organization so that resources are optimized and the mission is more efficiently and effectively accomplished. Expect three to five BPAs to be awarded on this full and open contract.
