Upcoming Contracts We are tracking two major contracts expected to drop later this year; the DoD DISA Information Technology Enterprise Support Services (DESS II) solicitation and the Navy Cyber Information Technology Services — both with an expected drop date in September. DISA Information Technology Enterprise Support Services (DESS II)

The Department of Defense (DoD), Defense Information Systems Agency (DISA), has a requirement for Information Technology Enterprise Support Services (DESS II).

Summary of Requirements: The contractor shall assist the Government to operate and maintain the agency’s internal information technology (IT) enterprise which provides administrative computing services to the DISA Director, the majority of the agency’s civilian, military, and support contractor personnel and secures workspaces located within industry partners’ commercial facilities.

Red Team’s Take:
A rare HUBZone Set-Aside contract due to DISA not making their HUBZone socio-economic goals. Given the changes in HUBZone rules over the past few years, the pool of competition has shrunk somewhat. Our suggestion is to find your favorite HUBZone teaming partner (even better if they check off other boxes such as SDVOSB, WOSB, etc.) and use a JV to ensure the non-HUBZone entity’s past performance and projects will be evaluated as prime experience.

Cyber Information Technology Services

The Naval Supply Systems Command, FISC Norfolk has a continuing requirement for cyber information technology technical, training and analytical support to Naval Information Forces and its subordinate commands.

Summary of Requirements: The required support is in the area of Information Technology (IT) professional services. This PWS provides for services requirements that include both short-term and annual support. Specific support services and tasks will be provided in detail at the task order level; however, the required IT support will be in several areas including networking, information assurance, database work, specific mission-based tasks, PMO, defense readiness, and training.

Red Team’s Take:
The delivery model for this contract will be on-site, professional services support (staff augmentation) at Naval Amphibious Base, Little Creek, VA; NIOC San Diego, CA; NIOC Whidbey Island, WA; and possibly other CONUS and OCONUS locations. There are 8 incumbent contractors, all large businesses. The Navy has yet to indicate if it will be an unrestricted or small business competition, or possibly include two pools – one each for unrestricted and small business. If this goes small business, the field is wide open. If it stays large or includes two pools, you’ll need to determine which, if any, of the incumbents are potentially vulnerable.
