What to Expect from DTRA’s Upcoming Full and Open IDIQ
The Defense Threat Reduction Agency (DTRA) has seen exceptional growth on its Information Technology Integrated Services contract, which was awarded to Leidos in 2008. Due to this activity, they have decided to recompete this work as two contracts: a single award IDIQ set-aside for small businesses (SB), and a full and open (F&O) multi-award IDIQ. The draft RFP for the F&O IDIQ is expected within the next several weeks, but interested companies can begin preparations by looking to the SB set-aside IDIQ that was issued earlier this year (currently in source selection). Here are a few considerations:
- Expect to develop a detailed technical approach to task orders. There were three on the SB IDIQ spanning the areas of cybersecurity and integration support services. The response will likely require a staffing and transition plan in addition to the technical approach.
- In addition to task order responses, expect to provide a detailed management approach that demonstrates mission understanding, approach to managing the IDIQ contract and subsequent task orders, along with key personnel and staffing approach for the IDIQ.
- Bidders will need a facility security clearance.
- Primes can expect to provide three to five past performance references. Each subcontractor can expect one to two past performance references showing relevancy of similar work completed within the last five years.
- Task order responses will also serve as the basis for the evaluation of cost for realism, reasonableness, and completeness, which will factor in to the overall Best Value Decision.
